C. Douglas Institute of Learning (CDIL) Renews QAHE Accreditation

The International Association for Quality Assurance in Pre Tertiary & Higher Education (QAHE) is pleased to announce that C. Douglas Institute of Learning (CDIL) has successfully renewed its institutional accreditation with QAHE.

CDIL, which operates multi campus allied health and technician training programmes across Guyana, Jamaica, Trinidad & Tobago and the United States, demonstrated continued compliance with QAHE’s standards for governance, curriculum quality, assessment and learner support. QAHE’s review recognised CDIL’s focused vocational portfolio — including phlebotomy, medical assisting, emergency medical technician, dialysis, radiology, sonography and pharmacy technician pathways — and its commitment to practical, workplace aligned training that prepares graduates for roles in the healthcare sector.

The renewal assessment took into account CDIL’s documented quality assurance arrangements, its partnerships with recognised certification bodies and national regulators, and evidence of student support and outcomes. QAHE noted CDIL’s engagement with professional credentialing organisations and national quality bodies — including the National Phlebotomy Association, National Healthcareer Association (NHA), the National Accreditation Council of Guyana and other international certification partners — which strengthen the institute’s capacity to deliver recognised vocational qualifications and certification pathways for learners.

Ali Qadar

Ali Qadar Awarded Doctor of Public Service (Honoris Causa) by QAHE and AUBSS

The International Association for Quality Assurance in Pre Tertiary & Higher Education (QAHE), in partnership with the American University of Business and Social Sciences (AUBSS), is pleased to announce that Mr. Ali Qadar has been awarded the Doctor of Public Service (Honoris Causa).

Mr. Qadar has a long record of public and community service. He holds a BA in Economics and Political Science and pursued postgraduate studies in economics at Punjab University. He qualified as a Chartered Accountant with the Institute of Chartered Accountants in England and Wales in 1981 and has worked across the accounting profession, including roles at Pinner, Darlington & Co. and Hancock & Ashford, before founding Ali Qadar & Co., Chartered Accountants.

Throughout his career Mr. Qadar has combined professional practice with sustained voluntary commitment. He served as a Sheffield city councillor from 1996 to 2012 and has held leadership roles in a range of civic and charitable organisations, including the Sheffield Racial Equality Council (member, vice chair and chair), Common Ground (co chair), Sharrow Citizens Advice Bureau and Sheffield Mental Health and Advocacy Citizens Advice Bureau (trustee roles). He has also contributed to education as a school governor and supported international development through a UK registered charity delivering sanitation and basic services in South Asia.

QAHE and AUBSS recognise Mr. Qadar’s significant contributions to public life, community cohesion and welfare — both in Sheffield and internationally — which exemplify the values of civic responsibility and service to others. His receipt of the British Empire Medal (BEM) in 2025 for services to the Sheffield community and other civic honours further attest to his sustained impact.

QAHE Signs Memorandum of Understanding with Uzbekistan Teachers of English Association (UzTEA)

The International Association for Quality Assurance in Pre‑Tertiary and Higher Education (QAHE) is pleased to announce the signing of a Memorandum of Understanding (MOU) with the Uzbekistan Teachers of English Association (UzTEA). The agreement establishes a partnership focused specifically on cross promotion and mutual recognition to strengthen links between QAHE’s international network and UzTEA’s nationwide community of English language educators.

Under the terms of the MOU, QAHE and UzTEA will promote each other’s activities, events, and services to their respective members and networks. This includes sharing information about conferences, professional development opportunities, awards, and membership benefits through each organisation’s communications channels. The MOU also provides for mutual recognition of select non‑regulatory activities and achievements — such as CPD participation certificates, events, and award announcements — where both parties agree the activity meets the standards set out in their joint understanding.

This targeted collaboration leverages UzTEA’s long‑standing national reach — built over nearly 30 years of teacher development, community building, and international cooperation — alongside QAHE’s global visibility in accreditation and quality‑assurance circles. By coordinating promotion and recognising agreed activities, the partners aim to increase visibility for teacher development opportunities, broaden access to networks and resources, and support professionals and organisations within Uzbekistan and beyond.

The MOU is limited to cross promotion and mutual recognition and does not constitute programmatic accreditation, transfer of regulatory authority, or institutional accreditation. Any future cooperation beyond promotion and recognition, including accreditation services or formal joint programs, would be addressed in separate agreements and follow the full due‑diligence and approval processes of each organisation.
