Founded on 25 July 1970 in Cairo, Egypt, its core mission is to coordinate and develop activities related to education, culture, and sciences across the Arab world. It functions as a regional equivalent to UNESCO, striving to promote Arab intellectual unity and enhance sustainable development through knowledge-sharing.

The Memorandum of Understanding establishes a framework for strategic collaboration in key areas, including accreditation and quality assurance, mutual recognition of standards, joint promotion of academic events, and the exchange of expertise and best practices. The agreement also provides for opportunities to recognise distinguished academics and professionals through QAHE Honorary Fellowships.
