International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE), registered in the United States, is an independent, private and international organization which is funded through fees charged for its accreditation services to Academic Institutions in various levels, Certification Bodies, E-Learning Management System Providers and Training Organizations. Furthermore, QAHE has been assessed and found to conform to the requirements of ISO 9001: 2015 (Quality Management System), ISO 29990 (Non-formal Education and Training Services Management System), ISO/IEC 17011:2017 (requirements for the competence, consistent operation and impartiality of accreditation bodies assessing and accrediting conformity assessment bodies), ISO/IEC 17040:2005 (the general requirements for the peer assessment process to be carried out by agreement groups of accreditation bodies or conformity assessment bodies), ISO 20000:2018 (Service Management System) and ISO 27001:2013 (Information Security Management System). National Agency for Quality Assurance in Education & Research, Republic of Moldova (ANACEC)

In August 2023, QAHE has reached an MOU with the National Agency for Quality Assurance in Education and Research, the Republic of Moldova (ANACEC). This collaborative agreement marks a significant milestone in fostering cooperation and enhancing quality assurance practices in the education and academic quality sectors. ANACEC, formerly known as the National Agency for Quality Assurance in Professional Education (ANACIP), was established by Government Decision no. 652/2014 and is listed at Council for Higher Education Accreditation (CHEA) Databases and Directories. Undergoing a reform in 2017, ANACIP was officially renamed the National Agency for Quality Assurance in Education and Research (ANACEC) through Government Decision no. 201/2018. As a legal public body, ANACEC holds the responsibility of ensuring quality assurance in the field of education and research within the Republic of Moldova. The agency collaborates with central and local public authorities, as well as international bodies, further cementing its commitment to excellence. ANACEC's affiliation with the European Association for Quality Assurance in Higher Education (ENQA) further demonstrates their dedication to upholding rigorous quality standards. Additionally, ANACEC has engaged in strategic partnerships with other reputable quality assurance bodies, such as the Eurasian Centre for Accreditation and Quality Assurance in Education and Healthcare (ECAQA) of the Republic of Kazakhstan.

Agency for Accreditation of Educational Programs and Organizations, Kyrgyz Republic (AAEPO)

In February 2023, we are very delighted to announce that we have reached an MOU for reciprocal recognition with Agency for Accreditation of Educational Programs and Organizations, Kyrgyz Republic (AAEPO). The non-governmental institution “Agency for Accreditation of Educational Programs and Organizations” is a non-profit organization with the status of a legal entity established to increase the competitiveness of vocational education of the Kyrgyz Republic through accreditation. Furthermore, AAEPO is a Full Member of The International Network for Quality Assurance Agencies in Higher Education (INQAAHE) and The Asia-Pacific Higher Education Quality Assurance Network (APQN). INQAAHE is a worldwide Association of about 300 organizations dedicated to the theory and practice of quality assurance in higher education while APQN has 222 members from 41 countries and territories and is becoming the largest and most influential international higher education organization in the region. The purpose of the Agency is to conduct institutional and program accreditation of educational organizations, the development of methodology, technologies, standards and criteria for the accreditation of educational programs and vocational education organizations. Accreditation is aimed at improving the quality of educational programs and the effectiveness of educational institutions.

Independent National Accreditation Agency “Elbaasy", Kyrgyz Republic

In July 2023, Independent Accreditation Agency “Elbaasy”, Kyrgyz Republic and International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) collaborate hand-in-hand to work on the global quality assurance in education. The Accreditation Agency “Elbaasy” was established on April 29, 2014, and since April 2017, it has been conducting independent accreditation of educational organizations and educational programs in the Kyrgyz Republic. It was founded by Babakulov Manasbek and Sopuev Adakhimzhan, citizens of the Kyrgyz Republic, as a private, non-profit organization, and also accredited by Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEENQA).

The Agency for Quality Assurance in Education “EdNet”, Kyrgyz Republic

In same month, we have reached a Memorandum of Understanding with The Agency for Quality Assurance in Education “EdNet”, Kyrgyz Republic. EdNet Agency is the first independent accreditation agency in the Kyrgyz Republic, which was established and registered in 2012 in the Ministry of justice, and later on in 2016 was acknowledged by the Ministry of education and science of the Kyrgyz Republic as an eligible accreditation agency, that is allowed to conduct program and institutional accreditations in the Kyrgyz Republic, and was included in the National register of accreditation agencies of the Ministry of education and science. Since 2016 the Agency has become a full member of INQAAHE. When being established in 2012 the agency defined its foremost goal as quality assurance and promotion of culture through independent accreditation of educational programs and institutions, and thus contributed to development of educational system of Kyrgyzstan, by participation in development of legislative framework for independent accreditation that has been taking place during 2012-2016 years. Thus, the agency was part of the national team that elaborated governmental regulations on procedures and criteria for program and institutional accreditation of professional education that were approved in 2016 – the year when independent accreditation process was launched in Kyrgyzstan. EdNet Agency was established as a result of Central Asia Network for Quality Assurance – CANQA project, which was aimed at development and implementation of quality assurance systems and quality culture in higher education in Central Asia. As such, preparations for establishment of the agency has started in 2009 and last for the next 3 years – such approach ensured that staff of the agency was fully trained (by the experts from EU accreditation agencies – NVAO, ACSUG) and was prepared for running the agency on with a highly professional manner and knowledge in accreditation. Within CANQA the EdNet Association, the founder of EdNet Agency, initiated a bill on the introduction of an independent accreditation system in Kyrgyzstan, which was adopted in 2013, and the system of accreditation has been officially launched in 2016. The EdNet agency considers the independent accreditation procedure as one of the main mechanisms contributing to the qualitative development of the higher education system of the Kyrgyz Republic, increasing the competitiveness of universities both inside and outside the country, increasing public confidence in the learning outcomes achieved by universities, as well as the development of human potential in the field of quality culture and new approaches to assessing the quality of education. The Agency is responsible for reviews at institutional and programme level of post-secondary education institutions. As it stated in the Charter of the Agency (Part 4Subject, Goal and Objectives of the Agency).

Council on International Higher Education Supervision (CONIES), Austria

QAHE is an Institutional Membership of Council on International Higher Education Supervision (CONIES). Institutional Members are Quality Assurance Agencies, Accreditation Agencies, Professional Guilds and Bodies, Certification Agencies, Non-Profit Organisations and Non-Governmental Organisations. A Membership Certificate (Certificate no.: CONIES-BOA-MEM-QAHE-22022023) from CONIES Board of Accreditation has been awarded accordingly. CONIES-ICHE Board of Accreditation is recognized by the founding member universities of CONIES Confederación Internacional de Educación Súperior, accredited by BQS Board of Quality Standards (INQAAHE member) as Management System Certification Body (ISO 17021). CONIES is a member of INQAAHE and APQN. The Board is acting in full independence from the founding member universities and the autonomy is reflected in the development of its assessment functions. The Directorate for Research, Planning, and Funding, Republic of Macedonia

The Directorate for Research, Planning, and Funding (DRPF: https://drpf.edu.mk/), an Intergovernmental Organization founded in 2016, has signed a significant Memorandum of Understanding (MOU) with the International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE). This collaboration marks a significant milestone in the pursuit of enhancing European quality assurance standards in education. DRPF, representing numerous quality assurance organizations from member states of the European Higher Education Area (EHEA), which is a prestigious Intergovernmental Organization and a Government recognized Accreditation Agency founded by the Ministry of Education and Science, Republic of Macedonia, Ministry of Diaspora, Republic of Albania and Ministry of Labour and Social Service, Government of Kosovo, which is renowned for its efforts in senior education quality assurance. The organization plays a crucial role in disseminating vital information to its members and stakeholders, supporting the implementation of effective procedures to enhance European quality assurance. QAHE, as a leading international association dedicated to quality assurance in pre-tertiary and higher education, brings extensive expertise and a global perspective to the collaboration. The association is committed to fostering excellence and continuous improvement in education across the globe.

Higher Education Council (HEC), Syria

In March 2023, We are extremely delighted to announce that International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE) has reached a Memorandum of Understanding with Higher Education Council, Syria (HEC) for reciprocal recognition and strategic collaboration on promoting international accreditation. HEC is an an independent higher educational, academic body was established in northern Syria in 2016 with the aim of licensing and accrediting universities, institutes, and higher education institutions in Syria and around the world. HEC is also the full member of Asia Pacific Quality Network (APQN).

Board of Quality Standards (BQS) - Member of International Quality Assurance Agencies for Higher Education (INQAAHE)

QAHE also has been admitted as an Accredited Member of the Board of Quality Standards (BQS). QAHE has fulfilled the Validation criteria of BQS and is fully approved by the chairman of IAC and can participate at INQAAHE Worldwide conference as BQS member. The Board of Quality Standards is an independent international quality assurance regulator and a member of the International Quality Assurance Agencies for Higher Education (INQAAHE).

International Association for Biblical Education (IABE), USA

QAHE has reached an MOU with International Association for Biblical Education (IABE). IABE’s accredited institutions shall be eligible for our accreditation. International Association for Biblical Education (IABE) stated in the year 2015. IABE is a nonprofit accrediting body for Theological Institutions, committed to promoting a high standard of theological education. IABE Established to equip committed men and women through Theological Institutions for the extension of God’s Kingdom. IABE collectively work with member institution to uplift in the world-class accreditation standard of its quality, our purpose is to Authorize, Recognize and Accredit Bible Colleges and Seminaries for higher learning to fulfill the will of God. IABE works as a mentor to guide member institutions in their pursuit of excellence, and IABE exists to fulfill the Global Mission that Christ has given to make disciples of all nations.

World Storage Education (WSE), Canada

By signing an MOU with World Storage Education, Canada (WSE), QAHE further expands its horizon to Blockchain storage and different world standard guides. WSE is the world’s leading ‘Degree Assessed’ and ‘Blockchain Storage’ institution. They are committed to helping people around the world solve education evaluation and data storage problems. One of WSE’s goals is to “Develop and Promote Common Standards.” The Professional Competency Profile for Credential Evaluators (PCP) and the Guide to Credential Evaluation (‘Guide’) represent important statements regarding our profession and are the result of two years of dedicated work by the WSE Committee for Standards. The PCP is intended to be a defining document for our profession – it outlines what we believe to be the key characteristics, qualifications, and role of Evaluators and Senior Evaluators. The ‘Guide’ represents a common framework for evaluating credentials that should be a standard for evaluators whether they work in an agency or institutional setting. National Industrial Safety Council of Nigeria (www.niscn.gov.ng)

International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) has signed a Memorandum of Understanding (MOU) with the National Industrial Safety Council of Nigeria (NISCN: www.niscn.gov.ng), Nigeria’s first and oldest safety organization. Established in 1964 by a Federal Government cabinet decision under the sponsorship of the Federal Ministry of Labour and Employment in line with ILO Convention 187 (Promotional Framework for Occupational Safety and Health Convention), NISCN is a non-profit making tripartite organization consisting of Government (Federal and States), Employers (NECA) and workers representatives (NLC and TUC) and all other national Occupational Safety and Health bodies.

International Association for Quality Assurance in Pre-tertiary and Higher Education has reached a Memorandum of Understandings with Accurate Quality Services and Accurate Quality Services LLC., UK (AQS, UK: http://www.aqscertifications.org.uk) AQS Certifications is an accredited Certifications Body specializing in the Certifications of management systems, training systems and products/services in accordance with international standards relevant to those standards. The expertise, experience, reliability and global recognition of certificates issued by AQS Certifications and have founded its international presence in over 30 countries worldwide.

Russian Register - Certification Association

We are pleased to announce that QAHE has reached an MOU with the Certification Association "Russian Register", St. Petersburg, Russian Federation (https://rusregister.ru/). In 2003, Russian Register became a member of IQNet International Certification Network. The Russian Register provides services on certification and expert assessment and is considered one of the largest and most internationally recognized Russian certification and expert organizations. Its work and portfolio of full-fledged recognition of services are respected in the market, with a list of clients numbering over 6,000 organizations. The Russian Register aims to provide a high quality of service provision and added value of performed audits due to its well-functioning system of work with accredited bodies, training companies, representatives of different industry fields and independent Auditors at the territory of Russia, the CIS and countries further abroad. In 2008 Russian Register gained a complete notification in Gazpromcert system, authorized by JSC “Gazprom". So far there is no other certification body, having such complete notification in this system. In 2010 Russian Register obtained the international accreditation of Forest Stewardship Council, FSC, and became one of 20 certification bodies, possessing such recognition. In 2011 Russian Register concluded the agreement with IRIS Group and received the right to conduct certification for compliance with IRIS international standard requirements. There are 14 certification bodies all over the world, authorized to conduct such assessments. In September 2012 The US National Accreditation Board (ANAB) has come to a decision on Russian Register accreditation against Information Security Management System standards ISO/IEC 27001 and IT Service Management Systems ISO/IEC 20000-1. In 2013 Russian Register has received an international accreditation of the Forest Stewardship Council (FSC) for Chain of Custody certification (FSC CoC), and in 2015 has extended it to Forest Management Certification (FSC FM). In 2014 Russian Register has extended ANAB accreditation to conduct certification against ISO 50001. In 2014 Russian Register was authorized by the Russian Union of Industrialists and Entrepreneurs in respect of education quality assessment, professional - public education program accreditation and public accreditation of educational organizations. In 2015-2016 Russian Register has become a full member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) and Asia-Pacific Quality Network (APQN) and has received an affiliated status in European Association for Quality Assurance in Higher Education (ENQA). In 2016 Russian Register has received accreditation of the US National Accreditation Board (ANAB) for conduction of certification against an international sectoral aerospace standard AS 9100 and ISO 9001.

Technology and Human Association (TEKINDER) and the International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) are pleased to announce the establishment of a strategic partnership through a Memorandum of Understanding (MoU). The MoU between TEKINDER and QAHE, signed in 2022, builds upon the cooperation and understanding established with the European Agency for Higher Education and Accreditation (EAHEA). Under this framework, the partnership aims to enhance the quality of technology education in Turkey, promote accreditation for institutions and training programs in the field of technology, and undertake joint initiatives aligned with European Union educational norms.
