The International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE) is pleased to announce that Dr. Arno Ramarolahy Safidy Iombonana of Madagascar has been awarded QAHE Member status (MQAHE). The membership recognises his doctoral qualification, professional training record and work in quality management and vocational instruction. It is an individual membership. It is not institutional accreditation of any organisation with which he is associated.
Dr. Arno holds a Doctorate in Social Sciences from the Université de Toliara, conferred with the mention Très Honorable avec félicitations du jury. The diploma was issued on 12 November 2025 following the defence recorded on 29 November 2024 (inscription 0499/Doc). The doctoral school is Lettres, Humanités et Indépendance Culturelle. QAHE treats a doctorate in the social sciences as a related field for MQAHE where the candidate’s professional work is in education, training and quality systems.
He also holds a Diplôme de Hautes Études en Administration (DHEA) from the École Nationale d’Administration de Madagascar (ENAM), specialising in Diplomacy and International Relations, with the mention Bien (23 February 2024), and a Master’s diploma (Ingéniorat) in Law and Business Techniques, option Commerce et Administration des Affaires, from the Institut Supérieur Polytechnique de Madagascar (ISPM), with the mention Assez Bien (14 October 2010). His master’s mémoire addressed event financing and zero-based budgeting, using the regional lychee fair as a case study.
His training practice includes Scout Movement instructor pathways with the National Scout Organisation of Madagascar. He completed the Course for Assistant Leader Trainers at Moramanga (13–21 December 2020) and the Course for Leader Trainers at Toamasina (10–17 June 2023). Those certificates sit alongside vocational quality credentials: ISO 9001:2015 Lead Auditor (Pacific Certifications), ISO 45001 Foundation (PECB), Lean Six Sigma Black Belt (ASCB professional registration), and SGS Academy e-learning in integrated ISO 9001/14001/45001 management and Train the Trainer.
Dr. Arno is professionally linked with Institut Professionnel Mémo Formation (IPMF) in Tamatave, Madagascar, which publishes ISO 21001:2018 and ISO 45001:2018 certificates issued by Pacific Cert and Integral Certification Ltd. Those institutional ISO certificates are not QAHE accreditation. MQAHE does not extend QAHE institutional status to IPMF or to any other employer.
