
The International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE) is pleased to announce that the Basic English Course (A1 Level) offered by the Subsecretaría de Cualificaciones Profesionales y Gestión Artesanal under the Ministerio del Trabajo has been awarded QAHE programmatic accreditation. This recognition reflects the program’s strong academic design, clear learning outcomes, and demonstrated commitment to quality assurance and continuous improvement.
The course was reviewed as a well-structured foundational language program aligned with CEFR Level A1, with a clearly defined purpose of developing learners’ core English communication skills in listening, speaking, reading, and writing. QAHE noted that the program is delivered entirely online through an asynchronous model, making it accessible to adult learners and working participants while maintaining an organized and progressive learning experience.
A key factor in the award was the strong alignment between the curriculum and the stated learning outcomes. The program is built around 17 thematic units, each mapped to specific outcomes and supported by a logical sequence of vocabulary, grammar, reading, listening, and oral communication activities. This curriculum design demonstrates academic coherence and ensures that each unit contributes meaningfully to learner progress.
QAHE also recognised the strength of the assessment framework presented in the self-evaluation report. The course includes diagnostic, formative, and final assessments, using questionnaires, observation checklists, Moodle-based portfolio work, and other instruments to measure student achievement throughout the learning process. This multi-stage approach provides a fair and balanced method of evaluating performance and verifying attainment of the intended outcomes.
In addition, the application demonstrated that the program is supported by qualified instructors, appropriate digital resources, and accessible student support services. The availability of Moodle-based content, interactive materials, technical assistance, and academic advising further strengthens the learning environment and supports successful delivery. QAHE also gave positive consideration to the institution’s active approach to continuous improvement, including regular feedback collection, periodic program review, and quality enhancement initiatives.
QAHE congratulates the institution on this achievement and commends its dedication to maintaining high standards in language education. The award of programmatic accreditation reflects not only the quality of the course itself, but also the institution’s broader commitment to educational excellence, responsiveness, and ongoing development.
