H.E. Prof. Dr. Mohamed Ould Amar is a distinguished Mauritanian academic, diplomat, and international civil servant serving as the Director-General of the Arab League Educational, Cultural and Scientific Organization (ALECSO).
He was first elected to this prestigious position in 2021 and was re-elected for a second four-year term in February 2023. As Director-General, he leads one of the Arab world’s most important specialized organizations, with a mandate to promote cooperation among Arab states in the fields of education, culture, and science.
Under his leadership, ALECSO has strengthened its role as a key platform for Arab cultural diplomacy and intellectual cooperation. Prof. Ould Amar has placed particular emphasis on preserving Arab cultural heritage, promoting the Arabic language, advancing digital transformation in education, and developing strategic responses to crises such as the COVID-19 pandemic. He has overseen the development of major initiatives, including the Strategic Plan 2023–2028, the Comprehensive Plan for Arab Culture, and the Arab Plan for Education in Times of Emergency and Crisis.
A strong advocate for cultural dialogue and soft power, Prof. Ould Amar has actively worked to position ALECSO as a bridge between Arab countries and the wider international community. He has engaged extensively with Arab heads of state, ministers of education and culture, and international organizations to foster partnerships that support sustainable development, heritage protection, and educational innovation across the region.
Prior to his appointment at ALECSO, Prof. Ould Amar built a solid career in education and public service in Mauritania. His extensive experience in educational policy and international cooperation has shaped his vision for ALECSO as a dynamic, forward-looking organization that combines the preservation of Arab identity and heritage with openness to modernity, scientific research, and global engagement.
