Dr. Arno Ramarolahy Safidy Iombonana is a Malagasy academic and vocational trainer whose work sits at the meeting point of social-science research, public administration and quality-managed professional training. He was born on 10 May 1985 in Soavinandriana, Madagascar. He is a QAHE Member (MQAHE). The membership is personal. It does not accredit any institution with which he works.
His highest academic qualification is a Doctorate in Social Sciences from the Université de Toliara. The degree was conferred with the mention Très Honorable avec félicitations du jury. The diploma is dated 12 November 2025, following the defence recorded on 29 November 2024 under inscription 0499/Doc, within the doctoral school of Lettres, Humanités et Indépendance Culturelle. The doctorate supplies the academic basis on which QAHE treated his field as related to education, training and professional development for individual membership.
He earlier completed a Diplôme de Hautes Études en Administration (DHEA) at the École Nationale d’Administration de Madagascar (ENAM), in Diplomacy and International Relations, with the mention Bien (23 February 2024). His first graduate qualification is a Master’s diploma (Ingéniorat) in Law and Business Techniques, option Commerce et Administration des Affaires, from the Institut Supérieur Polytechnique de Madagascar (ISPM), awarded with the mention Assez Bien on 14 October 2010. The master’s mémoire examined event-financing strategy and zero-based budgeting through a case study of the regional lychee fair.
Alongside university study, Dr. Arno has built a trainer pathway in the Scout Movement. With the National Scout Organisation of Madagascar he completed the Course for Assistant Leader Trainers at Moramanga (13–21 December 2020) and the Course for Leader Trainers at Toamasina (10–17 June 2023). Those programmes sit within the World Organization of the Scout Movement’s adult-training structure and document his role as a trainer of trainers rather than only as a classroom instructor.
His quality-management credentials are practical and stacked. He holds ISO 9001:2015 Lead Auditor certification issued through Pacific Certifications, ISO 45001 Foundation from PECB, Lean Six Sigma Black Belt professional registration with ASCB, and SGS Academy certificates covering integrated ISO 9001/14001/45001 management and Train the Trainer. Taken together, the file shows a practitioner who can design, audit and teach management systems used in vocational settings.
Professionally he is associated with Institut Professionnel Mémo Formation (IPMF) in Tamatave, Madagascar, a vocational provider that publishes ISO 21001:2018 and ISO 45001:2018 certificates from Pacific Cert and Integral Certification Ltd. Those institutional ISO documents are not QAHE accreditation. Dr. Arno’s MQAHE status does not transfer to IPMF, does not create a QAHE listing for the institute, and does not authorise degree-granting or ministry recognition.
The profile that emerges from the enclosed record is of a mid-career professional who combined a social-science doctorate with ENAM administrative study, scout trainer-of-trainers work, and a cluster of ISO and Lean credentials used in equipment-operator and QHSE vocational training. QAHE’s recognition is limited to individual membership on that documented basis.
